Due to the nature of having his or her hands in all the pots, the project manager can also address changes that need to be done in the organization and usually have a good reason for it (primarily because the project has halted and may even use the project as a leverage to have change accomplished). Not that it is recommended to use the project as a primary reason but it could be done.
