There are management theories and practices that are being used today in place you would least expect: the government.  They have been on top of things for some time now and its true that many parts of the government still run on the old school methodologies others run as businesses.  They run to be effective and strive to become the best.  I think if the government started initiating a service and business for revenue sort of thinking (as in if you are efficient, you get more money) I believe that would change how most of the government would think and overall they would become more streamline in their approach and development.
